Consultation has concluded

The proposed Bassendean Activity Centre redevelopment comprises three sites within the town centre. The redevelopment of the sites will enhance and revitalise the town centre through a mix of new residential housing and improved community facilities.

A community survey ran from November 2015 to January 2016 to learn what is important to the community about Bassendean. An overwhelming response was received with results currently being shared via the Community Forums.

The redevelopment of the project area supports the delivery of the State Government’s planning framework, Directions 2031 and Perth and Peel@3.5million, which addresses the future population growth of Perth.

The development will be delivered in partnership with the Town of Bassendean and the Swan Districts Football Club, with LandCorp, the State Government’s land development agency responsible for the project’s implementation.

  • Preferred concept plan - Council decision

    Following an extensive community consultation and planning process, the preferred concept plan for the three sites within the Bassendean Activity Centre was presented to the community during July and August.

    On 27 September the preferred concept plan was voted on by the Town of Bassendean Council.
    We respect the Council’s decision to endorse the Wilson Street car park plan as a positive step towards the delivery of more housing choice for existing and future residents.
    We will now enter into discussions with Council to ascertain how they wish to progress the formal statutory planning process.

    Following an extensive community engagement and planning process, the Bassendean Activity Centre preferred concept plan is now complete for the three sites; Wilson Street, BIC Reserve and Bassendean Oval.
    It is anticipated that the redevelopment will help to realise the vision of the Bassendean Town Centre Strategy and in particular be a catalyst for activating Old Perth Road.

    The plan contains the following:

    • Approximately 350 to 450 new homes (apartments, maisonettes, terraced houses and grouped housing sites) close to public transport options

    • St Michael’s school to retain use of the BIC Reserve for sports and play activities

    • Removal of fencing around the oval and introducing public access as a parkland space 24/7

    • Possible mix of commercial and mixed-used buildings to generate local business and employment opportunities

    • Tennis club, bowls club, war memorial and Swan Districts Football Club to remain where they are

    • Improved pedestrian connections through the town centre to Bassendean train station

    • A landscaping plan that provides for:

      • the significant retention of existing trees

      • improvements to existing open space incorporating new trees and plants to encourage increased use and a green link to the river

      • enhanced activation through new equipment for public open space areas such as playgrounds, seating, BBQ’s, signage, public art, terraced garden and fitness equipment

    • Respect of the oval’s heritage character through retention of oval grandstand, rose garden and heritage entry gates

    Thank you to the 130+ people who attended the evening community forum on Thursday 28 April to review and comment on the first draft plans for the three investigation areas.

    The first draft concept plans were produced over two days by the 31 members of the Community Working Group working alongside the project and design teams and are available to review here. The plans are a work in progress and will be evaluated over coming weeks alongside comments from the community. The plans are a work in progress and will be evaluated over coming weeks alongside comments from the community.     Revised plans will be available for you to review at a community open day, now anticipated in June.

    As part of the evaluation process for the first plans, we will be considering feedback from the community and other key stakeholders including the following:

    • parking requirements and traffic management
    • tree retention and tree protection
    • site contamination
    • heritage
    • public access routes through sites to Old Perth Road and Bassendean train station
    • Bassendean entry statement
    • enhanced functionality of public open space
    • opportunities for all ages recreational facilities
    • tennis club relocation viability and relocation options
    • refurbishment of football club facility
    • impact on SDFC with a temporary move
    • cost to re-establish turf and irrigation
    • oval to become community park

    A summary of the discussions and outcomes from two meetings of the Community Working Group, held on the 30th March and 6th April 2016 is available for the broader community to view.

    During these meetings the Community Working Group shaped an overarching vision, the key project objectives and priorities to guide the design preparation and planning during the upcoming planning Design Forum to be held on 27th-28th April.

    Firstly thank you to the 247 people who attended one of the three community forums that recently took place. Your participation in the workshop sessions was important and a lot of views and ideas about considerations for the project will be considered within the next phase of planning.

    A summary of the information shared at the forums, including feedback from participants has now been uploaded for your information.

    We have also been busy recruiting interested members of the community to form a Community Working Group. This Group will work with the project partners to refine the project’s vision and objectives and ensure the concept plans produced are reflective of community feedback.

    Initially it was envisaged that 12 members would be chosen, however given the high level of community investment and participation in the consultation process to date, all 31 applications to the group were accepted.

    Members represent a broad spectrum of community groups such as the local historical society, preservation group, local shops and businesses, arts council, St Michael’s School, sporting organisations and the senior citizen association to name a few.

    The Group's first meeting is at the end of March.
